For the past decade, I've been teaching courses on labor compliance, focusing on public works and payment of prevailing wages for workers on building projects. In these classes, I break down complex DIR and Davis-Bacon Prevailing Wage requirements, explaining who qualifies as a worker and how wages are calculated, even for overtime or weekend work. Additionally, I clarify which projects count as public works and the importance of following the rules, while also covering exemptions for special cases. I emphasize the need for accurate record-keeping of workers' hours and payments and the importance of apprenticeship programs for worker training. Overall, my aim is to simplify these regulations and help contractors understand and adhere to them, focusing on prevailing wages and payment for all workers involved in construction projects.
