Implementing Regulations

  1. The DOL and FAR regulations implementing E.O. 13495 took effect on January 18, 2013, and apply to solicitations issued on or after that effective date. (See 76 FR 53720-53762, August 29, 2011, and 77 FR 75760-75781, December 21, 2012.)

  2. The FAR contract clause applies to all covered contracts except those not subject to the FAR, such as those of the United States Postal Service, which are subject to the DOL contract clause.
